Rooftop Guardrail Requirements: OSHA (U.S.) & CSA (Canada)

If you manage rooftops on both sides of the border, "meet code" means two different things depending on which side you're standing on. The U.S. runs on one federal standard — OSHA 1910.29. Canada doesn't have a single equivalent: it's a federal regulation for federally regulated employers, plus 13 separate provincial and territorial OHS regulations, most of which point to CSA Group standards for the technical detail.
This page lays out both systems side by side, with the actual code text and numbers, so whichever market you're specifying for, you're working from the real requirement, not an approximation.

Worth noting: the U.S. 200-lb top-rail load and the Canadian federal 890 N figure are the same force — 200 lbf converts to 889.6 N. The two systems arrived at nearly identical structural requirements independently. Where they genuinely diverge is height ranges, the fall-protection trigger height, and how non-penetrating systems get engineered and documented.
United States: OSHA 1910.29(b)
In U.S. general industry, a guardrail has to meet OSHA 1910.29(b):
- Top rail height: 42 inches, plus or minus 3 inches (39–45 inches is the compliant range)
- Midrail positioned so a 19-inch sphere can't pass through anywhere in the system, unless there's a wall or parapet at least 21 inches high
- Top rail withstands 200 lb of force (890 N), applied downward or outward, within 2 inches of the top edge, at any point along the rail
- Under that load, the top rail can't deflect below 39 inches
- Midrails and equivalent members withstand 150 lb of force in the same directions
The trigger for needing fall protection at all sits in a separate section, 1910.28: 4 feet or more in general industry. Construction work falls under 29 CFR 1926.501 instead, with a 6-foot trigger and its own criteria in 1926.502. The numbers are close to 1910.29 but the standards aren't interchangeable — which one applies depends on the type of work being performed, not the building itself.
Canada: a layered system, not one code
There's no single "CSA guardrail code" functioning the way OSHA does in the U.S. Instead:
- Federal jurisdiction — the Canada Occupational Health and Safety Regulations (COHSR), SOR/86-304 — applies only to federally regulated workplaces: banks, airlines, telecom, interprovincial transport. Most buildings and employers aren't covered by this.
- Provincial and territorial jurisdiction — every other workplace follows its own province or territory's OHS Act and regulations, each with its own numbers.
- CSA standards — most provincial regulations reference specific CSA Group standards by name for the technical detail, rather than spelling every number out themselves.
Federal guardrail requirements
For federally regulated workplaces, the spec lives in COHSR section 2.12:
- Top rail: 900–1,100 mm above the base
- Intermediate (mid) rail, spaced midway between top rail and base
- Supporting posts no more than 3 m apart at centres
- Static load of 890 N, any direction, any point on the top rail
Toeboards are covered in section 2.13 — required wherever objects could fall on someone below, minimum 125 mm high. The fall-protection trigger, under section 12.07, is 3 metres — noticeably higher than either U.S. threshold.
Provincial example: Alberta
Since most workplaces sit under provincial jurisdiction, here's one verified example. Alberta's Occupational Health and Safety Code, Alberta Regulation 191/2021, Part 9 sets its own range, close to but not identical to the federal figure:
- Top rail: 920–1,070 mm above the base
- Intermediate rail, spaced midway
- Vertical members spaced to prevent a person passing through
The range is tighter and shifted slightly from the federal 900–1,100 mm — a small but real difference. Specifying for a different province means checking that province's own regulation. The standard that matters most for non-penetrating systems: CSA Z259.18
For ballasted, non-penetrating rooftop guardrail — the KeeGuard type, not bolted through the roof — the governing standard in Canada is CSA Z259.18:19, Counterweighted Guardrail Systems, first published in 2019. The U.S. doesn't have a direct equivalent; non-penetrating systems there get engineered under the general 1910.29(b) criteria instead.
What Z259.18 actually requires:
- Applies to manufactured free-standing guardrails that rely on mass and friction, not fixed to the structure
- Does not apply to warning lines, netting or infill panels, penetrating guardrails, guardrails supporting material-handling equipment, or slopes greater than 5° (1:12)
- Requires engineering oversight from design through installation — stamped, site-specific drawings accounting for wind loading, coastal exposure, chemical exposure, and temperature extremes
- Requires dynamic testing, not just static — the system is tested under a simulated moving load, a meaningfully higher bar than the National Building Code of Canada's static-only requirement
- Testing is conducted on a 5-degree sloped surface and a wet EPDM membrane — the worst-case traction scenario for a system that stays in place through weight and friction rather than fasteners
In practice: a Z259.18-compliant system comes with an engineer's stamped drawing specific to the building's wind zone and roof conditions, not a generic spec sheet. If a manufacturer can't produce that documentation for a Canadian install, the system likely isn't actually Z259.18 compliant, whatever the brochure says.
Specifying across the border: what to actually check

Match the height and load numbers to that specific jurisdiction. They're close across the board but not identical. Don't assume a U.S.-spec 42-inch rail automatically satisfies a specific Canadian province, or vice versa, without checking. |

For non-penetrating systems in Canada, ask for the Z259.18 engineering package — site-specific stamped drawings, not a generic brochure. The U.S. doesn't require this documentation format, so it's easy to overlook. |

Keep the paperwork on file regardless of which side of the border you're on. A U.S. inspector wants load-test certifications for 1910.29(b) compliance. A Canadian inspector or insurer wants the Z259.18 engineering documentation for non-penetrating systems. Neither accepts "it looks compliant" as an answer. |
